DISTRICT COURT OVERSIGHT COMMITTEE

Charge and Designation

A. Charge

A District Court Oversight Committee of twelve members is established. The Committee shall consist of the Administrative Judge for Trial Courts, one Supreme Court Justice designated by the Chief Justice, the Court Administrator, six Superior or District Court Judges, and three District Court Managers. Initial appointments of trial judges shall be for staggered terms of three years, two years and one year. Thereafter appointments shall be for a three-year term. Whenever a member resigns or the office is otherwise vacant, the Supreme Court shall appoint a successor to fill the unexpired term. The chair shall be the Administrative Judge for Trial Courts.

The Committee is specifically charged with:

    1. Receiving and reviewing requests from any member of the judiciary, the legislature, judicial rules committee, or a legal association for assistance with issues concerning the district court. It may create subcommittees to address areas or issues as needed.
    2. Enhancing efforts to achieve timely disposition and accurate records of court proceedings; the Committee may make recommendations to the Supreme Court regarding statutory revisions or additions, amendments to the district court rules, model jury charges, implementation of procedures for docketing, calendaring, scheduling and caseflow management, restructuring of court practices and procedures and adoption of policies and court forms.
    3. Recommending to the Supreme Court time disposition goals for the different types of criminal cases and identifying meaningful management reports to help judges and managers to meet those goals.
    4. In coordination with the Education Committee, recommending training programs for judges and staff to enhance the quality of judicial decisions and the implementation of uniform policies throughout the district court.
    5. Reporting to the Supreme Court at such times as requested by the Chief Justice on the administration of the district court.

The office of the Court Administrator shall provide the Committee with necessary administrative and secretarial assistance from its staff.

 

B. Designation

The Supreme Court hereby appoints to the District Court Oversight Committee the following persons:

 

For three-year terms expiring March 31, 2006

  • Hon. Marilyn Skoglund, Associate Justice
  • Hon. Brian Burgess, District Judge
  • Hon. M. Patricia Zimmerman, District Judge
  • Christine Brock, District Court Manager

For two-year terms expiring March 31, 2005

  • Hon. Michael Kupersmith, District Judge
  • Hon. Dean B. Pineles, District Judge
  • Tina de la Bruere, District Court Manager

For one-year terms expiring March 31, 2004

  • Hon. Karen Carroll, Superior Judge
  • Hon. David Suntag, District Judge
  • Ann Patterson, District Court Manager

C. Expenses

In the performance of their duties, the non-Judicial Branch members of the Committee shall be reimbursed for reasonable and necessary expenses. The Judicial Branch members shall be reimbursed the normal state employee expenses. The Commissioner of Finance and Management shall pay from the judicial appropriation all expenses of the Committee when claims are submitted on proper vouchers approved by the Court Administrator or his designee.
