A. Charge A Judicial Performance Review Oversight Committee is hereby established to develop, supervise, and administer a two-year pilot program to review the performance of Supreme Court justices, Superior, District, and Family Court judges, magistrates, and hearing officers, for the purpose of improving the level of judicial performance on both an individual and institutional basis. The Committee shall consider relevant indicators of performance, and the use of the results, gathering, analyzing, and reporting information on judicial performance, and the use of the results, following generally the recommendations of the April 30, 1993 Report of the Committee to Study Judicial Performance Review. The Committee shall report annually to the Court on the progress of the program, submitting any recommendations it may have with respect to the program itself and judicial education needs for the judiciary. Within three months of the close of the two-year pilot program, the Committee shall make a recommendation to the Court regarding continuation of the program. The Court Administrator shall provide the Committee with such staff support and consultation as is required, and is authorized to conract for services as needed to complete the project. B. Designation To fulfill the objectives of the charge, the Supreme Court hereby appoints to the Judicial Performance Review Oversight Committee the following persons:
C. Expenses Members of the Committee who are not employed by the State of Vermont shall be reimbursed for reasonable and necessary expenses related to the performance of their duties. State employees shall be reimbursed the normal State employee expenses. The Commissioner of Finance shall pay from the judicial appropriation all expenses of the Committee when claims are submitted on the vouchers approved by the Court Administrator or his designee.
