PURPOSE:
The primary responsibility for this position will be analysis,
design, development, maintenance, and enhancement of VTADS, the Vermont
Automated Docketing System.
ESSENTIAL JOB FUNCTIONS:

Involves extensive work
with the user communities and technical staff, analyzing current and future
needs, and require a thorough understanding of the current systems.

Involves programming tasks
within these systems.

May involve supervision of
technical subordinates or outside contractors.

Performs programming
enhancements in applications for the judiciary .

Addresses a backlog of
software fixes and enhancement requests for VTADS.

Works with users and
committees from around the state on application development and to resolve
software problems, particularly data quality problems that will be identified
through a data warehouse project.

Participates in computer
system design efforts and program specification, developing a thorough
understanding of business problems and potential solutions.

Assists in the selection
of new programming tools and environments for VTADS and the development of
Intranet and Internet applications, such as electronic filing and document
management systems.

Manages VTADS software
upgrade deployments.

May analyze administrative
needs, and specify and develop Intranet solutions.

May work with operations
and training staff to prepare training materials and documentation and conduct
training sessions.

MINIMUM QUALIFICATIONS, JOB SKILLS & ABILITIES:
(Required to perform the essential functions of the job.)
Bachelor's degree in computer science; OR
Associate's degree in computer science or college-level course
work that includes 15 computer science credits AND two years experience in
computer programming, data base administration, or systems analysis; OR
High School degree AND Four years experience in programming,
data base administration, or systems analysis.

Considerable knowledge of systems analysis, systems
design, and database architecture.

Considerable knowledge of programming techniques for
mainframe, microcomputer, and client servers.

Ability to translate user requirements into a
successful information technology application.
