Activation system messages and process changes 

Description

Remove the “activate link” email message, so they only get two email messages:  1) “We have received your registration question, we will review it and you will get another email when your account is activated”  and (2) Your eCabinet account is “active” and the rest of the text about they should go into Account/MyProfile to set other emails, change email, etc etc.”   This assumes that we manually activate all registrations.  See screenshots of revised emails in attachment below.

9/25/25  Confirmed that only two emails are sent in the Test environment. Rick and Cindy need to attempt to modify the content of one of hte system messages.   (See attached email chain. )
