When a filing has multiple documents:
1) After Accept/Reject on the last document in filing (all documents are now Accept/Reject), after clicking "Accept" button on the Accept screen, REMOVE the gray dialog box telling user " ... all is complete, click on complete filing".
2) INSTEAD of gray dialog "all done, click on complete filing", the system should pop up the "Review Complete" screen.
3) After user reviews the filing using Review Complete screen, user clicks "Review Complete" button, system automatically sends out email #2 and returns to the list of filings. SYSTEM REMOVES the gray confirmation dialog that "filing is complete, notification email is sent to user".
