Make case information fields the same order as clerk review 

Description

1)Case information fields on search cases/case information are not in the same order as on the clerk review.
2)ALSO, make sure if division is edited, that the case type/ case subtype are valid for that division
3)ALSO, If folder is changed from Not Public to Public, then be sure that all doc subfolder values correspond. (eg general = ID#7, change to general =ID#1.
