Dropdowns and results screens of Unit not in alpha order

>> INSERT 1 (we found this, don’t know why): 
a)  All drop downs, and results screens, showing Unit have “Windsor” and “Rutland” at the top, then all the other counties in alpha order.   Why?   How can this be fixed.   The goal is standardization, so all drop down lists of Unit should have all listed in alpha order (except: “All” can stay at the top).
b) We noticed in the Work Queues system admin screen there is a field called “Sort Order”.   This is either not set or set to “1” in all ours. What is this field for?  Should this field work in Vermont?   If so, there should be a “one click” way to initialize all Sort values (increment by 10) so that we can reorder the work queues in Sort Order (note that the Work Queues listing has the same sort problem, for example, in Favorites listing in My Profile.

12/10/2013 RC: "Sort" field on the Work Queue screen does not sort the line items on the Sys Admin Work Queue screen (not sure what does that). The sort value defines the order different queues are displayed (within a bolded category) on the clerk's Work Queue screen. 12/9gf - Fixed.
