The scope of this project is to redesign the structure and content of the website, provision of a robust search function to provide direct access to content, functions and forms, and implementation of a content management system that will enable the Judiciary to continue to adapt and change the website to meet future needs.

The current website is used by a diverse set of users, including the general public, jurors, individuals representing themselves in court during litigation proceedings, attorneys, media, teachers, librarians and other individuals providing assistance to self-represented litigants (SRL), and other agencies involved in the legal system. 

The new website will present information clearly and intuitively, in a mobile-ready design, with simple navigation, and a robust search function where users can find the information and functions they need with a minimum number of clicks. The new content management system will enable Judiciary staff to keep information current, and improve content based on continuous end-user feedback. The redesigned website will befit its description as “the door to the largest courthouse in the State”. 

The Judiciary is currently in the planning phase of an initiative to replace the legacy Case Management Solution with a Next Generation Case Management System (NG-CMS) that will be implemented across the organization.  This initiative will require considerable transformation of all business processes in place today, in both the courts and administrative organizations.  In addition, it is expected that current court forms will be incorporated into this system, providing functionality for users to complete forms online and submit electronically.  Given this, redesign of the current methods for court forms is out of scope for the website redesign project. The current forms may be extended to include instructional text on how to complete the forms, and will be provided via downloadable or fillable PDF links rather than being presented as online forms. Similarly, expansion of the eFiling functionality, and attorney license management will not be included within the scope of this project.
